Mission Statement

We believe that education is a cooperative venture shared by the school, parents or guardians and the youth community. The District’s mission is to help each student mature individually to his/her fullest capacities including moral, intellectual, social, emotional and physical development, and thereby prepare him/her for effective participation in a democratic society. The District’s aim is to provide a safe, orderly, caring, and supportive environment that supports this mission.

History of District

Community Demographics

The school district includes about 58 square miles in Massac County.  The town of Joppa and the surrounding rural area comprise the student population.  Transportation is vital to the district as approximately 66% of students are bused.

     The school system is the center of focus in this small, rural community.  The school is the main resource for learning opportunities. Resources accessible for learning outside the school are the Metropolis Public Library, Shawnee Community College, and Paducah Community College.  Also the district is a member of the Shawnee Library System.

            The community characteristic having the greatest effect on student learning is the high percentage of low-income families.  The percentage of persons below poverty level in the Joppa-Maple Grove School District in 2007-2008 was 57.9%.

            The EEI plant is the biggest industry in the Joppa area.  At one time, District #38 was the richest school in the state due to the taxes paid to the school by the plant.  The percentage of taxes has dropped considerable for the past 20 years.

            Trunkline Gas Company operates a small-scale operation near Joppa.  Two other major industries for the area are the Riverboat Casino and LaFarge Corporation. The casino has had little effect on the school, however LaFarge employs a considerable number of people in the area.
